If not, those peoples are just trying to get you to include a LINK (not ink !) that will point from your site to theirs.
some peoples think that this will make the search engines think that their are good, because someone would only point to a site which provide good content.

Int short term, if you feel that the content of a link exchange will provide something valuable for your users, add it to your site.
