Big sites will make google money whether or not they run competitive ads or not. Google is not going to ban them. However with smaller sites, if competition to googles ads is provided it could mean that google generate no income from your site, so im pretty sure they would take action.

Agreed, But atleast they can mention about this their TOS.

Now about this AdSense and Omakase, many sites (inc. "small" sites) are running fine and even after many reporting them for violation of the TOS continue to run both of them.

I would imagine the larger sites have different TOS agreements than us little guys... It's totally fair for Google to give them special consideration. It's just business...

I guess. I would not call that fair. However, it is not smart at all to publish a TOS that says "No you can not do this period" and then allow sites to do it. If there is another TOS for bigger sites it needs to be mentioned. Their public TOS that everyone sees says no.

In general... when you get pulled over for speeding, you will get a ticket. If you were speeding to the hospital because your wife is having a baby, maybe you don't get a ticket.
