I have made a new website and i am little bit confused,where to place the Ads.
However i have placed it in my banner,but i am not getting clicks.
So it would be better if you can advice me.

Not getting clicks is not what we concern the most .it's the % CTR ,if you can get 3% CTR ,then it;s fine.

ad placement is tricky thing and differ from website to site. place ads in blending way and inside and after the articles

Only two ads unit you need more, the more you have the more you'll earn. Also change your color. I suggest a light blue link with a gray back ground. and the one at the top is nice just change the color, but the second one is too much of the same thing, I would like to see a link unit instead.

I'm not so sure that more is good in this particular case. Firstly, I think that the overall placement isn't too bad but... there's too much in the same general locality. Your ads look a little too cluttered near to top of the page.

Also you don't necessarily earn more if you display more ads. Basically Google delivers its ads in sequence, with the highest paying ads coming first and lower paying ads later. If you display too many ads you could loose valuable clicks to the low paying ads that you are displaying on your page.

It's often a tough decision between giving your visitors choice of different ads to click or minimizing the numbers so you only get the higher paying ads.

From what I've heard from some so called experts - and I'm not one:

Place the ads right below the banner - and also bottom.

I guess some ppl have done some tests w/ these placements and are getting a better CTR
