Please, i need your advice on this. How to block Displaying Adsense in the range of city / province. As, i know this will cause fraud click. Really, want to apologize that today my site still not on google list.

Is there any free .PHP scripts that can do this? In Google Analytics, may block the IP's? But how about the trafiics itself?

second is, where i know the value of clicks? There's competitive ads / filter the low cost / click.
I try to copy the ads link and cut the destination url, but still don't know the different of each website.

It seems no one can filter the adsense to display ADs by IP address.

But you can block the visitor to visit your website by IP address. By this way, you can get the same goal to dispaly adsense to people who you want.

If you want to get listed in google earlier, increasing your backlink is an effective way.
