Hello, has anyone ever heard about <link referral> its basically a free link exchange,
Is it ok with adsense, I am not to sure if it breaks the adsense program policies.

You can put on any page that does not break the "Google AdSense Program Policies" which other advertisers is not one of them

It does break AdSense policies but there are a lot of AdSense publishers out there that also exchange links. Its common practice and Google in general are very lenient about this practice as long as it isn't done excessively.
