Google don't "categorise sites as MFA" people do.

If the site has ONLY been put together for the purpose of showing Google ads and it is blatantly obvious (it usually is) then people will simply close the offending pages.

That's because the bids are low on the adverts your site is showing.

Thank you for your replay, So do you mean that if i improve my website and updated it daily to attract more visitors, could that increase my CPC or because what i did in the past about making poor website can affect the future of my adsense account and my earning of my website after i improve the content of the website.
I mean can Google disable my account or limit my CPC however my website is so good and has many visitors because i did forbidden things in the past.

Google do not "limit your CPC". If you "do forbidden things" your account gets banned.

It would possibly increase the CTR, but the CPC is outside your control.

I'm so sorry, I will never do that again. And it will be extremely appreciated if you answered my question which is, If my account has been smart priced then can i improve my website and make it better and attract more visitors and the smart pricing will be terminate or the my website or will be smart priced forever and then lose 90% of my earning or should i create new adsense account and new domain and start clean from the scratch.

I'm not annoyed, It's simply that posting several different questions on the same topic is self defeating, it splits the information you give and get back.

With one thread ALL the dialog is in one place and there is no need to answer the same questions several times.

Improve your website, and probably more important, bring more visitors (even if you have a super site you will earn nothing unless people know about it). As chrishirst said, if google thought your site was MFA you would get banned.

Do some keyword research. Focus your content on high value keywords and you will begin to get better quality ads.

Don't be too distracted with how much money you're making. Esperically in the begining, you're not going to be making that much anyway. Focus on your content. Make sure that it delivers on your visitors expectations. Expand your site and you'll start to see a change in your AdSense fortunes.

Good luck
