3% is a reasonable conversion rate, at that rate does it pay for the campaign or is the ROI negative.
conversion rate is often immaterial in adwords campaigns and you need to be looking at ROI as well.
Some industries and market places may have a positive ROI on 0.5% conversion rate.
YOU have to decide what conversion rate is NORMAL for your campaigns/marketplace not a vague idea that it should be xx%
This particular page, what is the type match that drives traffic?
YOU take ALL the parameters and stats from the campaigns and the "words/phrases" and "tweak" your campaigns to give a positive ROI.
Testing, tweaking, testing and tweaking is THE ONLY way to learn about Adwords advertising. What works for somebody else may not work for your marketplace.
It maybe that your campaign is sending "unqualified" visitors thus increasing CPC/CTR while reducing conversions.
There is far more to PPC advertising than landing pages.
