Which is the Best Time for resubmit in Google Adsense

Sometime after you submitted previously or 02:30 EST

I assume google works a normal 8 hour day, so probably 8am would be the best time.
Obviously forget public holidays and weekends, nobody ever works then.

Although the strange thing here is that whenever I try to use google it is online, yep just done a search now, it's 8pm and it all worked, another unexplained mystery waiting to be exposed.
