I recently went to GAM to manage an ad campaign. Long story short, we're selling about 10% of our pageviews on a CPM basis, leaving the other 90% for Adsense.

I set up to have adsense compete, and the CPM paid is high for the campaign.

I have two questions related to this. First, I have to ensure X impressions over the 3-month campaign, but I want to put Adsense in for other impressions. How do I ensure that the impressions are met if Adsense is competing. Granted, the CPM from the campaign is much higher than Adsense, but is there a way to guarantee the impressions? The order for the campaign is a standard order with high priority.

Second, back when I just used Adsense code pasted directly into my site, I would not do public service ads and replaced it with code pointing to a blank leaderboard. However, in GAM that option does not seem to be available. Is the only way to not have PSA ads to place Adsense in as an order instead of just having it compete, since the GAM Adsense options are more restrictive?

I think I may have found an answer to my own problem.

I disabled Adsense ads in the ad unit. Then I created an order for Adsense and added a line item and for the creative I placed the adsense code as a 3rd-party. I set the type as network and 100% remaining impressions. This places it as a lower priority (12) than the Standard campaign (6) (which has yet to begin). Thus I think this is the best way to get Adsense ads and have the option of no PSA ads.

The reason I don't want PSA ads is that I rarely get the blank page served (which I have set if no ads are available) when I select no PSA, but get a PSA ad more often if it's not set to serve blank page.
