if you can't afford to hire someone to SEO your site - you can learn it yourself. There are plenty of good video tutorials out there.

If you have money invest it in advertising. That way you get traffic and adsense income.

You have to work hard on Offpage and on page optimization to increase your earning. Also, Good Content will boost your earning too.

I used to run a 468 banner at the top of my site. Google themselves recommended a 728 leaderboard instead. They said it would boost my CPM and give a higher CTR rate since they had more advertisers for my niche at that size. A week after I squeezed it into my site I was kicking myself for not doing it sooner. I had pretty much the same traffic so I know it was the ad spot that made the difference.

A lot of people in the industry use it. The darker the rectangle, the better the place for an ad.

The main thing is play around with it. If you don't think they're performing well, stick the ads somewhere else.

make sure you are only using media rich ads and not text ads on your site. you can choose to only host media rich ads. they pay much better. also try placing different sized ads on the same page. just keep playing around with your ad placements and with a little luck you'll hopefully find success.

I made two thing that together improved my CTR dramatically:
Blended the image ads well with the images of my site.
Used the ad sizes: 120x600, 728x90
