In theory it should be fine. The problem you run into is perception. What is provocative for one person is porn to another and there is no way to cater to everyone at the same time unless you are showing a bunch of women in burqas and really, where's the fun in that? It's like the US Supreme Court Justice who said I can't tell you what pornography is, but I know it when I see it.
There are many sites (some of my own included) that may "push the limits" but still stay within the guidelines. Personally I use adsense as my SFW filter for my site. I figure if it's safe enough for adsense criteria then it's passable as SFW content.
With all that said, you won't know until you apply.
