Ok so I was disabled for some reason. They won't tell me why and I have followed all of the rules. I go to my site a lot and add alot of content. But anyways,

What I am wondering if I cannot get my account back up, does google not index and rank sites very well that have been disabled?

Having your adsense account terminated doesn't effect your rank on the search engine.
Adsense usually get back to people in a week or two regarding thier terminated accounts, And recently i have seen a lot of people saying that after contacting google they re-activated their adsense account, I get the feeling they sometimes suspend an adsense account to put the frighteners on people.
But if you can't get back into adsense, There is a list of adsense alternatives on my blog. It would be worth getting some other adverts on your site now even if google do eventually re-activate your account.

Great, I am not sure what went wrong. I asked for my payment and they disabled my account. I am not even sure if I will get any of the money I earned
