Depends on your site. The better it is, the less likely it appears that ads get clicked on.

So if you get a good CTR then that means that no one likes your site. lol

Na a good CTR also normally means that you have put the ads in a good location aswell.

it really depends on the nature of the site, high paying ads, the type of user it attracts, one good example is the guy who runs websie showing you the best seats to try to book on a plane, travel ads tend to quite high paying, people using his site may not have booke their tickets yet, after they got the info they are looking for they may well follow the leads (google ads) on his site for cheap air tickets, hotels etc
