I know for a fact that Visa debit card works because I've used it many times for Adwords. Are you sure your card isn't expired? Most likely the reason the card is being denied is because Google can't verify the billing information. For example, if you normally pay with one card and then suddenly switch to a different card, the system will usually reject it because it doesn't match the info they have on file for your account.
If you're trying to use a different card, you have to log in to your Adwords account and look for a link that says "Update Your Billing Information". Once you do that, it should work because it will match. If it still doesn't work, then you need to call your bank and ask them why it's being denied.
And of course, I hope you're smart enough to know that if you don't have enough money in your bank account, that's another reason why the card keeps getting denied. But I'm assuming that you already knew that. Hopefully if you simply update your billing information, the card will work.
