So I am basically trying to figure out if Google has a 1 voucher per website, per adwords account or if it is more of a 1 per person system... I currently have 2 Adwords accounts, each with their own domain, and each of which I have successfully used $100 vouchers I purchased for a few bucks... I haven't had any issues as of yet, but I don't want to get on Google's bad side...

Vouchers can only be used ONCE per account and only on a new account (less than 30 days)

What I mean is, can I use a new voucher on a new account? I want to have 5 accounts and use 5 vouchers...

I just got a free voucher for an account through WMT and I've never created an adwords account on that WMT. Fun huh !

Currently i have 2 accounts and have used promotional vouchers for both the accounts. Only difference is that on both the accounts, i have different websites, none is same. So its allowed and legal.
