Depends on your budget, goals, number of clicks you can get with targeted keywords, etc.
For example, if you have limited budget then you're better off using exact and phrase match. Avoid broad match in this situation as broad can be matched to keyword phrases that don't even contain the keywords in your broad match phrase (example, broad match mortgage might result in ad being shown for search phrases like "loans online", "home loan", "home equity", etc.). This may not be what you want especially if you know that true mortgage terms convert better and there is plenty of search traffic for mortgage specific phrases to use up your budget.
Typically I go wide to find keyword clusters that convert. Then once I find a keyword that converts well, I go deep to find all of the variations of that phrase that people are searching for and which also convert.
