Umm, I don't understand. What's so shocking, that the advertiser didn't target by country/language properly?

the ????? just means windows doesn't understand the character set it is being asked to use. If i had seen the adverts, On linux, It would have possibly been an advert in japanese or arabic.

I don't know what would be shocking about it either lol.

I didn't click on the ad because i know that behind this, their are people who will lose money...

A japenese and an english ad on a french site, i was in france and i never met a person who speak japanese

furthermore, i'm from morocco, people here don't know adsense, so they may click on the ???????? and think it's a surprise, after that they will find some weird signs (what a surprise!) so the first thing they will do is to close the window

i like the google adsense program and i think their targeting is very good, but sometimes... you need to learn english, french and japanese to read their ads

This happens occasionally, and often advertisers completely overlook country targeting. Many advertisers lose a fortune doing this; they should get PPC managers like us!
