I bought some cheap Accounts from some sellers on the Net. Accounts has 125$ credits and I bought each them for 20$. I logged into my account and I saw the 125$ in the balacen section. I crate my campaign and I set up the CPM and CPC prices very very high. For example for a not popular keyword I set the 3$ CPC price. But although I crate it 48hours ago, even my ads impressions didnt go up from 0 to 1. My ads havent been showed even for one time.

According to you, did I get laid, was I cheated?

I see in the Billing Summary section these lines.

Funds remaining in your account: £68.62 - Make Payment

and

Outstanding balance GBP £-68.62

What does it mean? Please help me.

First thing , dont buy a/c s open with other's name and CC. Instead open yourself and ask google for some credit.
Dont give so high CPC. Start from 50 cents.
Yes your a/c have credit which you can spend.
log in to your a/c and go to campaign setting -> make 'show ads as early as possible' yes ->save.
If nothing works email adwords team.

Looks like the old owner didn't settle all their bills...

who thinks he should contact google, I kinda think so...as not to be black listed, but I've heard of nice people getting black listed if they try to pull one over on google.
