CTR depends on what you spend and what you advertise.

My suggestion is to pay a decent price for specific keyword PHRASES. This means more highly targetted visitors viewing your ads and thus more likely to click on it (and convert).

I've had 20% CTR campaigns with very specific car auction phrases such as including the manufacture or a major metropolitan area, and I've had even more succesful 0.5% CTR campaigns by blasting hundreds of keyword phrases, broad, exact, etc. matches en-mass. The position' weren't good but I still got a lot of click due to the sheer amount of keywords.
