It depends on whoever you ask, you can post a message asking for whatever skills or projects you need done and ask for those who are willing to help out to email you or give examples of their work.
Some people do require pay and I'm guessing most of it is done through paypal...for me, personally, it depends on what the project is, but I just give screenshots of the work or JPG versions (sometimes with watermarks) and once the money is received, I send over the .psd version which has all the different layers and stuff, but thats mostly for things like logos where you need to be able to put it onto different backgrounds, or things like that.
Sometimes, like what I do is make samples and then the person I'm making for can ask to make adjustments...it can go back and forth for a pretty long while until things are all worked out well and then the payment/files can be exchanged.
