Do you mean using the different tiles in the picture?
I would think in PS you would isolate the area where you are going to change things in a separate layer. It would be a lower layer so the waterfall, etc. still stayed on top. Then just keep changing that layer.
If you look at the rocks on the right they are very unnatural looking, and do look like they have been cut out of something, and the waterfall is a bit crooked, as if it is a cut and paste also.
The straight wall shots seem relatively straightforward. However, the curved one is interesting. The perspective is a little mixed up isn't it. Have you ever dealt with panoramas and seen what happens with them? Perhaps that is how the tiles on the curve is produced. PS CS does have a panorama capability. That is a straight street (pretty much) and about 12 pictures pasted together. It makes it look like it curves away in the center. There were other projections that looked differently (one made the grass look like it was hilly -- short hills).
