No offence but $200 is okay for what he's asking for but alot of the designers that do code and design templates probably wouldn't give it a look in when other clients pay more for a design and code, and if that's the case the contest will not pull the desired level of design you are requiring hence designers don't enter, a forum this size with the type of contests it holds doesn't pull the bigger designers because the people are not willing to pay the amount its worth, this had been said many times before and hence other contest sites are created.
It's a designers choice to post here and participate just like it is the clients right to post a comp and expect quality design BUT if they don't get it then, provide feedback, samples of what you are expecting as in quality then maybe designers and clients won't be so disappointed. If you expect quality you have to pay for it, for $200 most designers would happily do the design but not the coding and there are cheap places to get the required coding done.
Push the bar, challenge the designer and most importantly remember that this is a place where skilled and unskilled participate all in the aim of enhancing what they have learnt, and teaching yourself as the client what you really want out of the project.
