there is a program called "JPEG Sizer", search for it in Google, it's free ...

Charlie,
The trick is to resize the image in a image editor. Re-saving a jpg is usually not a good idea, so if you can use the original file, it would definately be better. Paint Shop Pro should be an affordable image editor that would do a whole lot more as well.

Or download imagemagick if you like DOS;
mogrify -size 400x400 -resize 400x400 filename.jpg

photoshop would def be a great investment imo.
but only if youre in this line of business otherwise the mentioned shareware would be a better option.
