To answer your first question, I use istockphoto.com. It's a great community of artists/photographers and web designers. The prices are amazingly reasonable. If you do set up that type of business, I would suggest you follow their model. Don't make it an impersonal site where someone comes to browse pictures and might buy one. Make it a community based on forums and open communication. When you have that, people feel like they have a sense of ownership and they will participate more in it.
