I think he means drawing a degign for a webiste, i.e. in photoshop.

So the answer would be Adobe Photoshop

Yeah I think he is talking about drawing layouts and slicing them..... Try Adobe Photoshop or Jasc Paint Shop Pro or even gimp. Im not sure how gimp handles slicing but Photoshop and Paint Shop arent bad. Paint Shop is way cheaper than Photoshop also.
