I need a program that will divide up two identical headers into exact same size buttons for mouse over effects. Does anyone know if a program like this exists, and if it does what is it?

You can always try Adobe ImageReady for mouseovers and Adobe Photoshop for slicing/duplicating layers (you can do the same with ImageReady but I suggest you use ImageReady for your near-finishing products).

How do I slice duplicate layers with Photoshop? I do have that program.

Right Click on the layer and there should be an option there to duplicate the selected layer. Hope that helps.
