You can use several techniques - eraser (or even background eraser), lasso tool, quick mask mode - the selection of the right method depends on how your image looks like.

If the image has a clear background, suhc as white or black, just use the magic wand tool and select the area you want to cut out and hit delete, if its complicated, best using filter > extract, zoom in to the pic and select the edge highlighter tool, tick smart highlighting on the right, and draw around the image you want to cut out, when done use the fill took and click inside your selection, if it fills the whole image, you need to make sure theres no gaps in the selection you drew, if it just fills the part of the image you need, click ok and done!

Hope that helps!

If you want to do it yourself the best tool to use is the Lasso tool or magic wand. I prefer magic wand because it is quickest. Just adjust the feather amount until it is perfect or almost perfect and then click the lasso tool and PRESS SHIFT. DO NOT start drawing until you have shift or it will deselect what you have already got. While pressing SHIFT and drawing with your moust it will ADD to the selection. While pressing ALT and drawing it will SUBTRACT from the selection. Once you got a selection you can either click CTRL + C to copy it and paste it into another image or you can press SHIFT+CTRL+I which will inverse and then press BACKSPACE with a feather of 2 or 5 depending on the size of the image and it will clear the unneeded bg.
Hope I wasn't to confuzing :P
Good luck!
