Always find out whether the logo should match their current website. This happened with www.domaintools.com contest. They did not pick the best logo (in my opinion) but they choose the one that matched their red/blue colors. They forgot to include this "tiny" bit of detail in their contest description.

You can create the world's greatest logo, but if they choose the winner based on how closely it matches their current colors then you're out of luck.

However! All logos are winners because you win experience... perhaps you can use the same logo for something else too.

I voted for all of them. I have participated in many contests where others win and receive payment. In a few contests, I even won some prize, or got some credit myself.
I also did a few banners for free because they were easy and the person was desperate.

However, there are also too many contests that end with no winner. There are also too many contests where the winner is not paid.
Recently there was one where at least 2 people were told they had "won" and would be paid in a few days and in fact, nobody got paid anything.

An IP ban would only be permanent if they have a static IP. It's very difficult to 'permanently ban' anyone if they have a dynamic IP. :/
