You may get more of a response if you offer something in exchange. Even if it isn't money, perhaps you could offer advertising, or a permenant link on the new site...

I will give it a shot but I have some questions.

What anime will the site feature?
What color scheme are you looking for?
What resolution do you want the site best viewed in?
Do you already have a logo or is this site straight from scratch?
There are probably more questions but for now I will leave it at that.
