Graphic Design Contests

ok, i dont know where to start. someone needs to make up rules for this, it will be a layout contest. we also need some judges. the judges will then figure out the picture that will be integrated into the design. now all i need are some suggestions on where to start

Here are some boundries that must be set:
-Screen resolution, or making the template strechable
-Image quality (dont want design to look bad just for a quicker load)
-I also think you should have to give them an image they should have to include in there template somehow
-... I cant think of anymore someone please add to the list
