Razor, It would be much easier if you could provide some sort of award, at least a link to the workers site or advertising.
If you want someone to cut a graphics site which wil possible make you money for free, you have got to be kidding. Nothing is free these days.
If you can possibly pay, posting a price will also help you.

Like mstwntd said, nobody in their right mind would cut PSDs out for you for free, out of the goodness of their hearts. You neeed to offer a little insentive and make it worth their while. Especially as you'll probably be making profit from these cutouts.
You should post what the potential cutter would get for their troubles, payment would definatley attract people, or maybe some kind of advertising for their own site on yours. I would maybe consider helping you if you made the terms clearer.
