I'm looking for a stock photography site that would allow me to use photos in my free web site templates - obviously, I would need some sort of resale rights. However, I'm not made of money and I'm not selling my templates (not these ones anyway) so I'm on a low budget for purchasing any photos.
Yeh I've been taking a few photos myself up to now, but I think some people will get tired of scenery etc. - I'm looking for other sorts of photos that I simply can't take myself, for example, business-themed photos.
You might find then you will have a spend a little money for them. Every free photo on the web, states that you must include a hyperlink back to their website nor distribute them.
What you are using them for is not considered distribution in the terms that they mean. You may not provide free stock images but you may provide free templates with graphic using free stock images. You can't take credit for the photos but you don't have to link or have written credits anywhere on your site. They go by the 'honesty' policy.
You won't be making money off of these photos so you're fine. If you ever do decide to charge there are plenty of stock photos for purchase and you can include this price into the template price and not our of your pocket.

I'd suggest shutterstock for royalty-free stock photos, but I'm biased. I sell some photos on there and they have a pretty decent affiliate program. I'd get a commission if you signed up through me as a photo buyer or photographer and I think you'd get the same for referring photo buyers/sellers.
But they really have what I think is a decent rate for designers like you. Their cheapest plan is 1 Month for $199 and you can DL 25 photos a day. You can't use the photos on templates you sell with the basic license.
I'm also part of BigStockPhoto and their prices start at 1.00 per photo but you'd have to check their TOS regarding them being part of templates.
I recently got a DSLR and need some practice with it...if you want PM me and maybe we can work out a trade in services.

Some of the photos are really free. You need to read the TOS at the site in question. Here is one site and a quote from their TOS.

It is also forbidden to make the image available on a website for download (as wallpapers for example), although you may use the image in a concept in as many websites as you want, for any number of clients. For Web use, you must not use the image at a width exceeding 800 pixels unless it is included in your site's design.
Note this site is one that always has some free photos.

I figured as much that's why I offered to do a trade. I take pics and may have some you could use in exchange for a link or some help with CSS since I'm currently stuck trying to modify a template on Blogger and don't know what I'm doing.
