They're called poster-size printers; check your office supply distributors, you typically have to order them. However, unless you're doing a lot of large scale printing it will not be cost-effective for you to buy one. I always take my files to a printer or refer my client to the one I use. But if you do decide to look into buying one, ask your local printers about them. Many use them for small batches and the 4-color presses for the bulk stuff.
And you never start small and upsize with posters. You create an Illustrator file the dimensions of the poster. You can, in some cases, convert something to a vector and upsize but keep in mind that it can still pixelate and look like garbage when you blow it up. The higher res and the closer in size the original is to the final the better.
