I am re-doing my web site with CSS, (after advice from another post) and need to creat decent looking rollover images (in, out, over and overdown).

I have tried using a few small packages but the results aren't great (a limitation of the packages not doing what I want) could anyone suggest anything, the look I am going for is professional, simple, fuss free but stylish!!
Would fireworks be overkill??

The software won't make much difference, I think it's going to be a case of learning and bettering your design skills.

Fireworks is ideal for this kind of thing

I use FW for all my graphics. I'm not saying it's better than other products out there, only that it gives me everything I need.

I think you can use Adobe Photoshop to make a rollover. Just make a slice for the button and convert it into HTML.

This is something you don't want to do. If the original poster wants to do it with css then simply export the image and use it as a background image for your a:link and a:hover.

There's plenty of tutorials around if you get stuck
