You can't just stretch the pic and not expect degradation I'm affraid! That's what *should* happen. If you're trying to make a picture larger than it actually is fireworks has built in image resizing tools to help you do it.
First, open your pic in fireworks (not your project with the pic in it, just the pic itself).
1. With the pic selected choose, Modify > Canvas > Image Size
2. In the dialogue box make sure contstrain proportions and resample image check boxes are checked.
3. From the dropdown box you should try bicubic first.
4. Now resize the image by entering a width value or height value (the other value will be automatically calculated because we've chosen "constrain proportions".
5. Click okay and view your results.
You can get different results by using different resizing methods other than bicubic. Here's what the help files say about different resizing methods:
Bicubic interpolation gives the sharpest and highest quality most of the time and is the default scaling method.
Bilinear interpolation gives sharper results than Soft interpolation but not as sharp as Bicubic.
Soft interpolation, which was used in Fireworks 1, gives a soft blur and eliminates sharp details. This method is useful when others produce unwanted artifacts.
Nearest Neighbor interpolation results in jagged edges and sharp contrasts with no blurring. The effect is similar to zooming in or out on an image with the Zoom tool.
