That is a java-applet but it should be possible in Flash as well. What you need is a lot of pictures. Go to the place you want to be virtual explored and make high-reso 360 degrees panorama shots (use a tripod) per room. Now add these pics together as one picture in photoshop or something simular and import that image in flash. Create an interface around it and bind actions on those buttons binded to the panorama pics. Cause of the large size you can zoom in well without real quality loss.
