Is there a program that I can use to just extract certain parts of an image? With the following image I am trying to change the background to black so just the Health-Gard Globe and text are showing?

This is not my work but I do have the owners permission to alter it as he is wanting to put a banner ad on my website for his comapny.

you'll either need the master files (with Layers) to the original design of that image, or you'll need to recreate it from scratch. (Which you can do with most graphics softwares) - though it does take a little talent / patience / time to do from scratch.

As far as I know, there are no softwares that will break a .jpg apart into layers so someone can take what they want out of it.

I don't know of any software either. The trick is to get good at making selections (unless you have the original layered PSD).

The image you linked to shouldn't be all that hard to select what you want. Try the magnetic lasso tool. There's a strong contrast between the globe and lettering and the background. The magnetic lasso should do a good job making the selection.

You might run into a little problem the small piece on the left that circles around the globe. You can try zooming in and adding to the initial selection after.

If you don't get the selection right the first time give it a few more tries. You should be able to get what you need.

No program does that. But it`s an easy task.
See attached transparent PNG - you can place any background you want.
