ummm... could it be some sort of overlay?

Looks like it to me. A pattern overlay/fill with small black circles. 4x4, 2 circles on opposite edges might do the trick. The background also looks like it has an artistic smudge effect.

I am with the crowd on this one. It definitely has a pattern overlay easily done in Photoshop.

You can re-create this effect with a pattern made of black/white pixels (2x2 matrix) an a separate layer set to "Overlay" mode. To achieve satisfactory results, additional layers may be required (in different blending modes - "Lighter Color" for example).
