You mean like a cartoon ?? Illustrator would be the best, but expensive, XARA is much cheaper and does most of what Illustrator does for vector graphics.

Adobe Illustrator Cs3, CorelDraw x4, & Serif DrawPlus x2 would be my suggestions.

Adobe illustrator Cs3 runs: $599.00
CorelDraw x4 runs: $429.00
Serif DrawPlus x2 runs: $99.99

Or if you have no budget at all for commercial software, then inkscape is a free open source vector illustration software option for you.

Inkscape: FREE

I would of course suggest a commercial grade software though!
