Gimp,Inkscape (icon needs to be exported to bitmap),Paint.net,photoshop(not free) and lots more .....
Gimp is the best free application for pixel art and image editing.
Inkscape is the best for vector drawing just like adobe illustrator but its free and its good to make clean icons,designs and logos
