When you're starting out, online competition is fierce. Do what the others have mentioned above, but don't expect online enquiries for a substantial time yet.
Your best chance of selling template services would be to related businesses in your local geographic area. Grab your local yellow pages and get contact info for web hosts, printers, advertising agencies, graphic design studios etc.
Call each one as ask to whom you'd address a letter of introduction to. Then write each business a letter introducing yourself and your service. Follow up each letter with another phone call about 2 weeks later and ask for their business.
While that's all happening, consider holding a free website & design competition. Place entry forms on the counter of related businesses, or any business with a public facing counter. Honor the competition and deliver the winner a new website. After the competition is over, the remaining entrants are prime, fully qualified candidates for a new website.
