If you're looking for a someone who understands what you're looking for, you just open a contest and a bunch of designers compete by sending your their ideas for your project. Then you just walk away with the best. Really the reason I'm planning to use them is because they say their staff will also assist you with your project if you require a skill the freelancer doesn't have.
