Can anyone recommend a free website where I can resize gifs (I dont own photoshop). I curently have a stack of gifs which are 90px x 30px, i want to make them around 150px by 50px.

Also, will doing this result in a loss of quality?

Yes.

You will lose a quality and will have problems with transparency, because you'll need a semitransparent borders for your images, when you resize them. But GIF format doesn't know such term as "semitransparency". Use PNG instead. Even 256-color PNG produced from GIF looks much better. And every browser supports PNG now.

If you're wanting to resize an animated gif, I would recommend resizing each individual frame, one at a time. The reason being, you'll get much nicer scaling if you change the files color mode from "indexed" to RGB.

Then put it back together again as indexed color frames.

you forgot to mention though that using PNG would give you a killer file size.
