I'm not a graphic designer. Just saw this forum and thought I'd mention open office draw. I just stared using it after about a year of never even opening it. Pretty decent draw program for free I think.

What's the best draw program? I imagine you lot would know.

I don't think there's a definitive answer as it all depends on what tasks you're trying to acomplish and what software feels comfortable to you.

Personally I use Adobe Photoshop and Illustrator. But like you've said there's plenty of free alternatives out there. e.g. Gimp, Artrage, Artweaver, Inkscape etc...

It really depends on what kind of drawing you want to do. I personally use illustrator as I find creating vector images useful when it comes to scaling. If you're not needing to scale your image at all, then a bitmap editor like Photoshop will suffice.
