I was just wondering if there was a certain way that I could change a bitmap (jpg or gif) image to a vector image.

Only one I know of is Corel Trace, and I don't think you can get hold of it without buying the whole corel suite. Generally the results from trace programs are in need of drastic tweaking to get a good result, depending on your bitmap (size, whether it's a complex picture or is quite geometric to start with) you might be better of importing the graphic into a vector package like corel draw, macromedia freehand or adobe illustrator and tracing it by hand.

I don't think there is, as bitmaps and vector images are signifficantly different.

There is a form of vector which I use sometimes called SVG, it comes with WebCanvas (namo suite 6.0)

on adobe.com they have a trial (tryout) of streamline which may or may not be helpful.

if the image isn't too complex you can trace over it with the pen tool

also macromedia freehand has a trace function - 30 day demo from
macromedia.com

Yes It is possible, but i dont really advise it as file size is generally high, in flash click modify and click bitmap, there is a command called trace bitmap, you can select amount of colours etc, but as i have said, its not advisable.......maybe in a couple years or so things will improve....

Adobe Streamline is good for large bitmap images, like the ones used in print design as it can reduce the file size dramatically. But with smaller web files, there usually isn't enough information for a godd job and, as someone else said, the file size issue is not solved.

But for line art such as illustrations, or cartoon style drawings, it may be a useful tool.
