I don't know what program you're using but with Photoshop use the pen tool to create the pulse, I suggest using a grid or guide so the flatline is at the same height along the pulse, then right click on the path in the paths panel and choose stroke path, then you can play around with it. Skew, layer styles etc. then put your text on top of it. Let me know if you need more help.
