If the image isn't complex, you could pull it into illustrator and LiveTrace the image, turning it into paths and then you're free to expand it as much as you want.
If it's a complex image (like a photo) you could increase the size a little with no loss of quality IF you reduce the dpi.
So, for example, if your image is 100mm x 70mm @ 300dpi, you could reduce the image to 72dpi and enjoy the file at the new size of 416mm x 291mm.
If the image is already 72dpi, and you need to get it larger anyway, you could try the following:
1) Blow the image up by the required amount plus a bit more.
2) Blur the image a little
3) reduce to the required size, and sharpen.
This sometimes gets decent results, but it's fiddly and requires a good bit of work. Have a play and see how you get on.
