Is it possible to use a jpeg as a background for a webpage? If so, how can I take a small jpeg and tile it to make one large backround file?

You can use Fireworks and use the "Scale" tool. This will allow you to stretch the image without distortion. The quality of the image will depend on the resolution of the original jpeg.
