Import your premade GIF files one frame at a time. There is better software than Flash for GIF's. Try Animagic GIF or even Fireworks.

First you have to make something in flash.(you can't use creatmotion tween in flash gif just simple work) after making animation you have to do just...
File>Export Movie... and your flash gif file is ready..
