Most templates already slice the PSD file for you. Here is what you need to do:
1. install any fonts that came with the template (if you wish to use those fonts)
2. open the PSD file in Photoshop
3. make whatever changes you want to the PSD file(s)
4. after you are done go to file>save for web and save it to any folder you wish
5. you now have the images edited the way you wish
Note: you want a basic knowledge of layers and how to use them. If you are not sure look up “Photoshop for beginners” in Google and you will find many useful resources.
PS: the text.css file you referred to is a style sheet which tells the web pages how to display the fonts, etc. move the css file out of the HTML folder and then open the index.htm file and you will see the huge difference it makes.
